A rain sensor is installed on the windshiled of the car. It detects the raindrop on the windshield and controls the wiper speed accordingly. Whe rain is small the wiper runs slow, when rain is heavy the wiper runs fast. With a rain sensor on the car the driver do not need to control the wiper manually.
